Comic Rocket Raccoon:

Enhanced strength (stronger than Earth’s normal raccoons), he’s faster than a normal raccoon as well, and has better smell, sight, hearing, and touch. His sharper than normal claws allow him to climb walls, buildings, and trees with ease. He can also talk and use weapons. He is an expert marksman (marks-raccoon???), weapon specialist, and master tactician. He’s the Guardians of the Galaxy’s weapons expert:

He was strong enough to tackle Gamora, he’s able to talk, and, just like in the comics, he is the Guardians of the Galaxy’s weapons master, and he’s an expert marksman and tactician. He was also unimpressed by the explanation of the Stone’s power. Like I said, he can use weapons:
